Wednesday, December 22, 1993 The Star-Democrat Page 9A Regional review More money bills proposed By ALAN PERRY Staff Writer DENTON Moments after passing two excise tax bills to help the county's public schools and assist with agricultural land preservation, the Caroline County Commissioners introduced two more fund-raising proposals at a meeting Tuesday morning. The first bill also is designed to finance public school improvements and the second is a tax proposal which is designed to raise funds for agricultural land preservation. The School Improvements Bond Issue would enable the county to borrow $1 million for financing public school improvements. County Administrator Edwin G. Richards said the county commissioners have approved a list submitted by the school board detailing projects and areas where renovations and improvements are needed in the county's public schools.

The bill targets areas such as repaving of parking areas, replacement of carpeting, window walls, roofs, bleachers and the acquisition of a computerized, instruction system. Richards said all schools within the county have at least one area of improvement targeted by the improvement fund. The county would float a bond for the money and repay the loan over a 10-year period. Richards termed the proposed bill lor agricultural preservation districts as a "second shoe" to the recently approved excise tax bill. Richards said the second ag preservation bill would serve as another incentive for farmers to set up or expand into new agricultural preservation districts.

A 75 percent lax credit would be given to these farmers Farmers who currently in agricultural preservation districts who have not sold their development rights to the state also are eligible lor the incentive. Richards said the tux credit would average per acre per year. Del. Robert A. Thornton, 37-Caroline, said the commissioners asked him to draft the bill proposal.

He did so, he said, and is awaiting a response from the commissioners. Thornton said he has not made up his mind whether or not to support the bill. He said he probably would introduce the bill into the state legislature if the commissioners asked him to. "I think it's a great idea" to give these farmers an incentive, Thornton said. He added, however, that he was concerned how a bill giving a tax break to these farmers might affect tax responsibility for all taxpayers in the county.

Police seek pickup linked to break-ins Cain account opened An account for the Cain family, who were victims of an automobile accident last Friday, has been opened on their behalf at the Centreville National Bank of Maryland in llillsboro. Injured in the accident were six-year-old Joanna Cain, 15-year-old Kelly Cain and 42-year-old Julia Cain, all of Queen Anne. They will need assistance with everyday living expenses and transportation to and from the University ol Maryland Shock Trauma Center in Baltimore, where Julia Cain still is in serious condition. Harmony man injured HARMONY An 18 year-old Harmony man was listed in critical but stable condition in a Baltimore hospital Sunday after being thrown from and then pinned under his car during a Saturday morning accident. Kevin Edward Sinclair, 18, of Harmony, lost control of his car at approximately 5:30 a.m. Saturday while making a turn on Route 16 here, according to a police report. Sinclair was driving at an excessive rate of speed, according to the report.

As the car, which was traveling north, made the turn, it veered onto the side of the road, struck several mailboxes and a guardrail before overturning several times in a ditch, the report stated. The car landed on its roof and on top of Sinclair, who had been thrown from the car, the report stated. Sinclair had not been wearing a seatbelt, according to police. Sinclair was flown by helicopter to the University of Maryland Shock Trauma Center in Baltimore, where he is being treated for massive internal injuries, according to the report. (AP) A former Stockley Center employee faces up to two years in prison and a $4,000 fine for mistreating and neglecting a patient who died Labor Day while being restrained. Marybelle Toomey, 49, of Georgetown was in charge the day of Mardee Crumpler's death at Stockley, the state's facility for the mentally retarded. She is scheduled for sentencing Jan. 28. In pleading guilty to the charges, Ms.

SPIK Staff Writer STEVENSVILLE Maryland State Police are investigating two break-ins involving a full-size black pickup. At 9 a.m. Dec. 15 the pickup was spotted at 400 Kent Road in Kent Island Estates. According to police reports, the residents returned home at 4 30 p.m and found their kitchen door kicked in.

Several credit cards, bank books, jewelry and approximately $1,000 were reported missing. A desk, closet and the master bedroom were all ransacked. Police said the suspects got into the breezeway through an unlocked sliding glass door that led into the kitchen where they kicked in the door. A black pickup, believed to be the same vehicle, was also spotted last Dec. 14 at a break-in in Bay City, according to police reports.

At 8:30 a.m., a Calvert Road resident went out to run errands. She found her house's side door ajar when she returned at 12:15 p.m. "At first I thought maybe my daughter had come home early from school or that I hadn't slammed the door quite hard enough," said the woman, who asked not to be identified. Peeking inside, she saw several wrapped Christmas gifts, her jewelry box, a Nintendo game and other items stacked just inside. It was then that it dawned on her, she said, her home was being robbed.

She got back into her car and went to a neighbor's house to call the police. Police searched the house, but found no one. A search helicopter and two K-9 Patrols, searched the surrounding area but turned up no suspects. A neighbor reported seeing two white males back the black pickup into the woman's driveway. According to the woman, the neighbor waved, believing the truck belonged to someone she knew.
